If in WEB-INF/classes, the MortgageCompanyType.class would be in
WEB-INF/classes/com/sequoiallc/services/RegisterUser.  (Unless it's an
inner class of RegisterUser, in which it'd be under the same directory
tree but in RegisterUser$MortgageCompanyType.class.

If building a jar, make sure the full path is in the JAR.  If you're not
sure, jar tvf the jar file and post the output here.

JAR files placed in the standard repositories (WEB-INF/lib, common/lib,
shared/lib) need not be granted permission explicitly.  Tomcat does it
implicitly for you.
