Where do you set these parameters?
We have exactly the same situation here, we are calling an external server's Web Service and
works fine.
I use Tomcat 5.0.16 and works also with Tomcat 4.1.x.
In my catalina.bat file i have:
set JAVA_OPTS=-Xms64M -Xmx180M -Dhttp.proxyHost=my.proxy -Dhttp.proxyPort=my.port
