I am running it from the command line. No errors print at all, it simply ignores any stack traces. I thought that whoever installed it on the new server must have somehow disabled it? Is there a way to ensure error logging when starting tomcat from the command line?

We didn't remove that, as it's an extremely useful feature. Are you running Tomcat as a service or from the command-line?
