By no means i'm an expert, but my soul is shouting:
you shouldn't restart apache!

On the other hand it is normal that tomcat
takes time to come up and if you have
apache running then stop tomcat,
start tomcat some time passes until
the Internal Server Error disappears on
Apache and you get your servlets running.
On our test box it takes several seconds.

P.S. and again: no need to restart Apache, 
for all i know! Restarting Tomcat is more
then enough if you have troubles!

(I also restart it often :-(  )
