That functionality is not in 4. Only 5.

This can be done in tomcat5. [Assuming unix] - before running startup.sh - first set the JAVA_OPTS environment variable to set 2 system properties for the jvm.
For example:
export JAVA_OPTS='-Dmy_port=8080 -Dmy_address=10.0.0.23'
On windows - see the FAQ on setting JAVA_OPTS. (for cygwin, the above command works fine)
