[OT] Setting no-cache headers for javascript

Hi all,
   How to add no-cache header to a javascript file which is set in the html as 
<script src="scripts/hello.js"<</script>. This comes in an HTML page.

I set the meta tags for cache control. But no use. 
Uses IE 6.0, Tomcat 4.1.30.
