So this is a two-piece app: one part runs inside Tomcat on your server, the other in an applet on the end-user's machine? I believe there's a way to specify an applet setting in a webpage to tell the user where to download the JRE. -but I may be thinking of other "plugin" style content, e.g. QuickTime movies or Flash data.
