The sample webapps that ship with Tomcat use precompiled JSP's.  Check
the webapp's deployment descriptor (web.xml) and note that each "JSP" is
really a full-fledged class/servlet,

To create your own JSPs, do one of the following:
1/ start with your own webapp from scratch, instead of tweaking an
existing app.  You'll get less cruft and fewer "what the #$%##& is
that?" problems.

2/ remove the JSP-servlet mappings from web.xml, and remove the
associated classes for good measure.
