If you mean the raw source before execution of JSP code and tags then yes because this text is never sent to the browser. If you mean the resulting HTML then no it cannot be blocked at all because the browser has to be able to see it in order to render it. Some people have tried tricky javascript stuff to stop popup menus and the likes, but the reality it that these are too easy to get around and even if you cannot see it in the browser, you can easily see it by looking in your cache.
