Okay,

Let me check if I understand you correctly.

You want to replace the ROOT index.jsp with your page.

If this is yes then do the following.

1). Stop Tomcat.

2). Delete all files in ROOT directory of the tomcat server.

3). Put your files in the ROOT directory.

4). Restart Tomcat.

I find that this helped me when I had to put my own version of a ROOT engine 
in place.
