It says though it is of version 5.5.4 that it requires Tomcat 5.5 requires JRE 5.0 by default
You can install a compatibility package to make it run on JDK 1.4 See: http://apache.mirrors.hoobly.com/jakarta/tomcat-5/v5.5.4/RELEASE-NOTES
