This sort of question comes up periodically, though the answer doesn't
really change:
we can't really tell you
There are too many variables involved, and much of what people perceive
as "Tomcat performance" is really based on factors out of Tomcat's
control (e.g. use of sessions, design, network topology, etc).
Load-test your app and size it from there.
