Open
tomcat/bin/startup.bat with your favorite editor and do a search on :startServer
and see if it is there.
If
not, that is your problem.
If it
is there, you may be running command.com and not cmd.exe when executing
startup.bat
Always
use cmd.exe to execute the tomcat scripts.
