Ethan - If there is a .xml file in the CATALINA_HOME/conf/Catalina/localhost directory that is named after your application, delete it and restart Tomcat. When you undeploy using the admin tool it deletes this application configuration file. I have found if this file is not deleted Tomcat still thinks the application is there.
