Assuming you only uncommented the global web.xml and did not edit any of the settings, your script should be in:
/WEB-INF/cgi/
and it is accessed through /yourcontext/cgi-bin/yourscript.cgi

like a txt file. It is executable. I checked the logs and the log says that
a 304 code is sent to the browser.
