I'm not sure if it's the case, but I had the same prompt once. It was because there was an Oracle webserver running on port 8080. If oracle is a valid suspect, you may want to see the "services" control panel and see if it's running. You could shut down all Oracle's webserver, or at least change the tomcat's port to something else (like 8081, maybe) and see if it works.
