tomcat 5 not deploying my war

I place my war in the webapps directory. tomcat 5.5.7 creates the 
directory and maybe a few others but it does not complete the job. 
Reloading etc does not fix this. there are no error messages given. 
Anyone have a clue what could be going on here?
