A long time ago I heard that JAFFA has what you need.  While it seems to 
have alot more now, it should have a realm implementation for Tomcat that 
you should be able to extend.

I never used it, as I ended up being able to use the available realms, 
but it was something I made a note of if I needed to make a custom realm.
