When I asked the same question a while ago the (unofficial) feedback I got was that 1.2.13 was the latest stable release however, after posting a bug report into the bug tracking system (http://issues.apache.org/bugzilla/show_bug.cgi?id=35755), the update I got was that 1.2.13 was never voted as stable and that I should use that.
Also, looking at the documentation (http://jakarta.apache.org/tomcat/connectors-doc/index.html) again it seems to have been updated to say that 1.2.14 is the latest stable release. Hope this helps.
