Did you change both ports for the second tomcat or did you disable the web connector ? Tomcat uses 2 ports, one (default 8080) to connect to the web and one (default 8007) to connect to a connector (This port is also used by the stop script) Are the ports you assigned free ? (From your description I guess that you're using windows. For that I can't give advise how you can verify that, for linux it's lsof -i :<port> Please tell a bit more about your configuration.
