Obviously your file is not processed by the
JSP engine of tomcat.

Sorry to ask that, what's the name of the file
that contains your code ?

As I'm not using tomcat I can't tell you
which screws have to be driven to enable 
or disable jsp parsing on files with a 
given extension.
