SERVLET Tag

I have tried to use the SERVLET tag in html to cause my html to bring in a
servlet as a server side include.  I changed the extension of my html file
to .shtml.  The html renders properly but the servlet never gets called.  I
can run the servlet standalone.  What may the problem be?
