Queue Implementation

Hi,

If the apache-Tomcat Server has more requests that it can service then the 
requests have to wait ..
in this time if some some requests arrive ..will these requests be serviced 
first or the previously waiting requests ..
is the Queue implementation last in first out(LIFO)

please help
