so, something like:
$TOMCAT_HOME/WEB-INF/lib
or
$TOMCAT_HOME/webapps/foobar/WEB_INF/lib
if i just put the class files in the $TOMCAT_HOME/lib, i just need to
alter the web.xml and put the taglibs in the
$TOMCAT_HOME/webapps/foobar/WEB-INF?
each webapps needs to have the taglib.tld in its WEB-INF directory?
