It supports load-balancing and all the Tomcat release 3.1/3.2/3.3/4.0 mod_webapp only support Tomcat 4.0 since there is not yet (and probably never) a warp (webapp protocol) adapter for TC 3.2/3.3.... Just take a look at jakarta-tomcat-connectors sub-project which contains both !)
