Possible Problem with UTF-8 encoded HTTP Requests

Hi,
I have a problem with UTF-8 encoded HTTP Requests. Tomcat 3.2.2 treats them
as ISO-8859-1 encoded.
Because this problem ocuurs with IE 5, IE 6, Netscape 4 and Netscape 6.1 it
seems to be a problem with
Tomcat. Or has anyone an idea what is going on.
