Tomcat 4.0-b7 doesnt compile servlets

hello,
after starting Tomcat4.0-b7 the work directories remain, empty, the servlets
are not compiled from the jsp pages. Every access to a jsp page(even the
Tomcat examples) results in an error.

Why is this?
