Problems with IIS and Tomcat

Hallo,

i have problems with IIS (win NT 4.0) and tomcat.
Normaly it is working, but sometimes the IIS needs 100% of the cpu and then
nothing works until I restart the IIS and the tomcat. 
The IIS only redirect to the tomcat.
Is this a problem of the tomcat or of the IIS??
