Trouble compiling mod_webapp

Hey all, after compiling/installing the lates apr, I went on to installing 
mod_webapp.

However, I am receiving this while doing so:
  See text here: http://www.xafloc.com/error.txt

Can someone shed some light on this.  I have Tomcat 4.0 installed and apache 
1.3.20.
