Starting Tomcat as a service relies on the wrapper.properties
file for how to start the JVM.  Running Tomcat 3.3 as an
application usually relies on tomcat.bat.  Differences between
them can lead to different results.  Double check your
wrapper.properties to make sure it is starting the JVM
with the appropriate command line.

If you can't find the problem, please supply more information
about how Tomcat is configured and what exactly is going wrong.
