Sorry, wasn't aware of that. 
My last apache under windows was 1.3.12.

So the basic question of the poster is unanswered:
  'what's the difference between .so and .dll'

(Can the .so file be used with apache < 1.3.[19|20]
 and the .dll with apache >= 1.3.[19|20] ?)
