The "webapps" directory is configured in the server.xml.
For Tomcat 4.x, it is on the Host element, i.e.:

      <Host ... appBase="webapps" ...

For Tomcat 3.3, it is on the AutoWebApp module, i.e.:

    <AutoWebApp dir="webapps" ...

Configuring it in Tomcat 3.2.x is not supported.
