A couple of things to check Is your servlet class really ActionServlet and not something like com.mycom.ActionServlet? If it IS ActionServlet then the class file should be in WEB-INF/classes (if it is com.mycom.ActionServlet then it should be in WEB-INF/classes/com/mycom/).
