You can monitor the java process through the performance monitor - and
through that the number of threads, memory usage etc. But it won't give you
any details as to what exactly tomcat is doing. To do that, try either
running tomcat under a debugger or get hold of a code profiler like
OptimizeIt or JProbe (search the web for details!)
