Are there any changes occurring within this web application,
such as updates to servlets?  The default behavior in Tomcat 3.3
for such changes is to reload the web application.  I'm not
certain, but I think changes to the web.xml would also
trigger a reload.  If this is occuring spontaneously, I'll need
to dig deeper.
