NoClassDefFound in execute JSP with tomcat 4.0.1

When I try to execute a JSP I receive ever de same error :

java.lang.NoClassDefFoundError: sun/tools/javac/Main
           at
org.apache.jasper.compiler.SunJavaCompiler.compile(SunJavaCompiler.java:128)

           at
org.apache.jasper.compiler.Compiler.compile(Compiler.java:271)
...
...

I start tomcat with ...../bin/startup.bat. would I need start tomcat in
other way?
