It's a nuisance message. You can set the debug level on DecodeInterceptor to "-1" to turn it off.
You can also try the Tomcat 3.3.1 Dev nightly from: http://jakarta.apache.org/builds/jakarta-tomcat/nightly-3.3/ which was updated to not output this message by default.
