The difference is version.  In Tomcat 4, CATALINA_HOME is the
environment 
variable to set for where Tomcat lives.  In Tomcat 3.x.x, TOMCAT_HOME is
the 
environment variable for where Tomcat lives.

I think it was done primarily as a migration feature so you could have
both 
running and they wouldn't run into each other.
