John, Thanks for the info! I wrote a new script loading both Tomcat and Apache with "sleep 10" in between and it does work.
The other behaviors you describe certainly are strange. I haven't seen them yet, but I've only just upgraded from Tomcat 3.3 a couple of days ago. How do you feel about mod_webapp?
