Tomcat can't find the Java Compiler. This is generally due to an incorrect JAVA_HOME setting (JAVA_HOME/lib/tools.jar must be valid). You can create a symbolic link from the TOMCAT_HOME/lib/container to tools.jar if you think you set the variable correctly.
