i believe that jws is simply a reference implementation that sun offers. if you want to use it commercially, i believe that you have to pay a license fee. however, tomcat is open source.
it's been an extremely long time since i last looked at jws, but i believe that tomcat offers a lot more features, esp. in configuration. i don't have stats, but i'm pretty sure that the performance of tomcat is much superior to jws.
