Bingo!! While the only javac.exe on my machine is for jdk1.4.0 the tools.jar was out of date. After copying tools.jar over from the jdk1.4 to the common/lib folder things worked smoothly. Thank you!!
One last question though. Why does TomCat copy the file over (during an install) from the JDK instead of accessing the file where it is? Just wondering.
