Yes.  Use it for whatever you want.

The key license requirement is that, if you redistribute software that
includes stuff from Apache (like Tomcat), that you give credit to Apache
in the documentation for your software.

The general answer is yes, but there are lots of mail threads in this
mailing list about how to optimize performance in large scale sites.
Search the mailing list archives for words like "enterprise" and
"benchmark" and "scale".
