I don't believe Tomcat 3.2.x supports auto-serving the
"webapps" directory for hosts other than the default host.
However, this is supported in Tomcat 3.3.x. The
<AutoWebApp ...> element in the server.xml file supports
specifying the directory and host, e.g.:
<AutoWebApp dir="webapps" host="DEFAULT" />
<AutoWebApp dir="webapps" host="www.domain.com" />
