That is, quite flatly, not true.  Check here:

$TOMCAT_HOME/common/lib/servlet.jar/javax/servlet/resources

There are two dtds:

web-app_2_2.dtd
web-app_2_3.dtd

Check again.

Note:  I am using Tomcat 4.1.3
