Where should native DLL be located

Hi,

In my project, I need to use a native DLL.  Where should I put the DLL?  The wraper 
class of the native class is packaged say com.abc.proj.  I put the DLL in the 
WEB-INF\classes\com\abc\proj.  The DLL seems can't be found.

My system is Win2000, Tomcat 4.0.3
