mod_webapp is the module that implements WARP.

"Better" is relative, it depends on what you are doing. The consensus at the moment seems to be that mod_jk is the best connector for mixed sites using apache and tomcat (static and dynamic content). If you are using tomcat stand-alone, than the other connectors may be better choices (mod_webapp, mod_jk2, etc).
