In your Context for "ROOT", you have path="". That means http://some.domain.com/ What happens when you go to that URL (without ROOT)?
Examples goes to a file listing because there is no welcome file defined for the examples web application in the default install. Because http://localhost/examples worked and ROOT and examples are at the same level I assumed I should be able to access stuff in the ROOT by http://localhost/ROOT. Nope. Note though that http://localhost:8080 does go to Root defaulted to index.html and http://localhost:8080/examples does go to examples albeit as a file listing. Obviously it is not working similarly. I will investigate what you described.
