I'm afraid tomcat itself can't help you with this at all, since you really have to convince the client browser to use the top frame to display your page. Once the browser has requested your page to display within a subframe, your page doesn't even know it is to be displayed within this subframe. You would have to send back a page that instructs the browser to reaload another (or the same) page in the top frame. Without JavaScript I would imagine this to be quite difficult.
If this is _really_ important to you there may be another way, though. You may be able to emulate your frame-structure by composing your jsp-pages dynamically via <jsp:include page="somepage"/> and/or <%@ include file="somefile"%>.
