I would remove the load-balancing lines from workers.properties.  Here is a
plain-vanilla, working workers.properties file:

# Setup for apache system
#
workers.tomcat_home=/usr/local/jakarta-tomcat-4.1.10
workers.java_home=/usr/java/j2sdk1.4.0_01
ps=/
worker.list=ajp12, ajp13

# Definition for Ajp13 worker
#
worker.ajp13.port=8009
worker.ajp13.host=localhost
worker.ajp13.type=ajp13
